In the 15.22 update to Outlook Mac 2016, Microsoft decided to change from the Webkit rendering engine, to their Word rendering engine, which now means that 1) HTML email signatures doesn't preserve formatting when pasted into the signature GUI of Outlook, and 2) that images in the signature gets attached to the email (even though they are hosted and referenced in the code of the signature).
